OpenPeats: reconstructing SoundPEATS earbud controls

Its specification describes frames and opcodes derived from analysis of the official Android app and checked against SOUNDPEATS H3 hardware. Go and Kotlin implementations expose ANC, equalizer and multipoint controls, plus battery status.
